Artificially low speed limits encourage all manner of distracted and dangerous driving. People turning their SUV into their living room while driving down the road is what gets people killed. People who actually steer with their knees while driving twenty miles per hour slower than the flow of traffic act like they are the only ones driving safely because they are obeying the speed limit. A woman eating cereal while driving in a ice storm crashed and died. Another woman hit a police officer doing a traffic stop because she was driving while filling out her appointment book. Don't even get me started on the epidemic of texting while driving.
